Beginner doesn't describe a single starting point
If you're looking for a dance partner in Vienna with no prior experience, your starting point doesn't have to look like anyone else's. Maybe you've never stood in dance hold. Maybe you know a basic step from a taster class, but can only remember it by counting out loud. Both are starting points, just with different foundations.
The term beginner bundles together several skills that don't develop at the same time: remembering a sequence of steps, shifting your weight appropriately, starting with the music, and responding to another person's movement. You may already know one of these and still feel completely unsure about another. That's why a specific example describes where you are better than the blanket statement that you can't do anything at all.
A helpful way to describe it would be: I know the sequence, but lose track of it as soon as I pay attention to my partner. Or: I haven't tried partner dancing yet and would like to learn the basics together. Musical experience with dancing is also a separate question, not an overall judgment of your ability to learn. You're describing where you are now, not your aptitude.
